manage.py va dentro de dofapi, y le falta permisos de ejecución:

FIX:
(dof)➜ dofapi git:(master) ✗ chmod +x dofapi/manage.py
(dof)➜ dofapi git:(master) ✗ ./dofapi/manage.py runserver
