Unable to "apply effects and more" to Row background image

Repro steps

1. Edit an email
2. Click into a 'row' (not to be confused with the content area) and upload a background image
3. Click on 'Apply effects and more'
4. Attempt to make a change to the image(resize, draw, add a border, etc..)
5. Save your changes

Expected:
No console errors, changes are applied to the image

Actual:
Error in console, changes are not applied to the image
Error message: TypeError: o is not a function
