Hi,

Check out http:https://rioshome.org/en/latest/releasenotes.html which is linked from the main page at rioshome.org. Also doc/source/releasenotes.rst in the source tree.

But maybe we should have a Changes.txt in the root of the source tree that points the user to doc/source/releasenotes.rst? This would save having to update in more than one place. Thoughts @neilflood ?

There is a link to the ReleaseNotes from the front page at rioshome.org. This seems sufficient to me. I CERTAINLY don't want to add another place to update each time.

Added a CHANGES.txt in #88b7b63 that refers to doc/source/releasenotes.rst
