Feature-Request: Implement File Status Cache System Procedure

Allow hive File Status Cache to be flushed (selectively) similarly to the metadata cache

This allows users to make maximum use of the file status cache whilst still having new ingests become available quickly by flushing the cache for a table after ingests.

File status cache is extremely useful to reduce the "listBucket" costs on object storage
