Add a command line option to exclude network management traffic from impairment (dhcp, icmp and arp traffic)

I came upon a similar project https://github.com/Excentis/impairment-node that offers a feature that might be interesting for this project too: it has the possibility to exclude network management packets from impairment (dhcp, icmp and arp traffic)

I would think a command line switch for activating this exclusion would be nice

There are no alternatives. The only viable one is the current state: impair all traffic regardless of its intended purpose
