Load public broker list from external source #90

iot.eclipse.org is going offline in the foreseeable future.

Since I would hate to do an extra release to remove faulty/deprecated brokers, loading them from an external source should be the way to go.

The broker list needs to be migrated.
Important: People might have edited the public broker entries. Their changes should be retained.
