SBML Test Suite: Support VolumeConcentrationRate

This is an issue that's been present in SBML since the beginning, but only relatively recently appreciated: it's possible to have a species concentration with a rate of change, and simultaneously have its compartment volume changing with a different rate of change. There's a stackoverflow question on this where I describe what the math should be:

We need to incorporate this into roadrunner, then re-enable those tests from the test suite.
