Arduino IDE 2.3.2 refuses zipped library installation on Windows 10-64.
Error: 13 INTERNAL: Library install failed: moving extracted archive to destination dir: library not valid

Here this is a core not a library. It is an Arduino IDE or Cli issue. Moreover not a valid issue, only a title.
