reminder: fix coinbase clearing in test runner

This is a reminder for me to fix test_generalstate_json and tools/evmstate.
Besu team found bugs in ethereum/tests related to coinbase state clearing and EIP150.
And our test runner also have a bug related to above, copied from pyEVM test runner long time ago.

A branch has been prepared, but we need to wait until shanghai test vectors stabilized.
At the time of this writing, EOF test vectors still not excluded from shanghai test.
While at the same time, EOF probably will be excluded from Shanghai and replaced by EIP-4844.
