Have a nightly Fluffy docker image build from latest and publish on docker hub #1373

We have a DockerFile for Fluffy: https://github.com/status-im/nimbus-eth1/blob/master/fluffy/tools/docker/Dockerfile

It should get build and published on Docker Hub (https://hub.docker.com/u/statusim) ideally every night, from latest master.

This way it can get used for Portal Hive testing.

Nightly build got added in CI and image is now available on https://hub.docker.com/r/statusim/nimbus-fluffy/tags
