Specs are unfinished, but it would be nice to have something available that allows us to do the block number to hash and tx to block mapping. This would allow us to implement more of the eth json-rpc API. It makes the UX also more friendly (you don't need to know the hash each time).

For now, thanks to epoch accumulators being stored on the network, we have a block number to hash mapping available for pre merge blocks.
