Issue Importing Users #8922

Describe the bug
I am attempting to import a list of users and have followed the guide on the Snipe-IT pages. I have tried uploading the file both through the GUI and manually to the server. When I run the import script I receive the following message -
======= Importing Items from 2020-12-17-063056-users-partialcsv =========
All Items imported successfully!
However no users are showing up in the application.
So far I have tried the following but it is still failing.
• Several different formats of spreadsheet headers
• Running the import in verbose mode (no errors)
• Turning on app debugging (no errors)
• Clearing out the php cache
• Restarting the httpd web service (multiple times)
I have been able to import locations without issues.
Version v4.9.4 - build 4437 (master)
O/S = CentOS 7
Web Server = Apache,
Install method = git clone https://github.com/snipe/snipe-it snipe-it
I have attached a copy of the csv file I'm trying to import.
