Add notification when pollution is higher than average #25

The idea is simple enough.

Question: we show a notification when the AQI is:

higher than the average of the current location?
or higher than the average of the user's history.

2 may be simpler to implement, as we only need to store user's history. 1 would require a backend server to store historical data.
