リアクションデッキが未設定の場合、リアクションデッキページへのリンクを表示する #576

初期状態ではリアクションデッキが空の状態かつ、リアクションデッキの設定までの導線がわかりにくい（サイドバー→<ユーザー名>の設定→リアクションデッキという手順を踏む必要があり、<ユーザー名>の設定が認識しづらい）ことから、リアクションデッキが設定できないものであると勘違いするケースが多いため。

「リアクションデッキが空」かつ「検索欄が空」の場合に、現在開いているユーザーのリアクションデッキ設定に移動するボタンが欲しい。
（Misskeyデフォルトのリアクションを設定する方法もあるが、リアクションデッキが編集できることに気付かず、検索のみだと思いこむことで不満が高まる可能性がある）
