There are several existing proposal docs marked "in discussion" in the repository. These need to be updated.

Review was completed with Shannon and Yong.

We agreed that the right plan is to archive the existing proposals rather than try to update them to reflect what is currently implemented vs. unimplemented, and instead start fresh for future proposals.
