Availability to specify config section to be optional #57

For now it is only possible to make full config or its parts to be able to declare optional sections

But there is no way to specify only specific sections as optional

a:
  a1: 1
  a2: 2
b:
  b1: 1
  b2: 2

For example in this config we may need to make b section optional and a section always present in config
