We should add a section near the top of the "CONTRIBUTING.md" file that outlines what we consider to be acceptable and unacceptable guidlines for partiticpation in the libseccomp project. This section should also include how the project maintainers will deal with problems on GitHub on the mailing list.

After recent events I have a few ideas on this subject, and I'm sure @drakenclimber does as well. I'll take the responsibility of creating an initial draft PR and then we can all work on edits/comments/etc.
