Add entry_filter and QuarterlyFilings support for CLI

Is your feature request related to a problem? Please describe.
The new feature being worked on in #150 will add entry_filter functionality. This should be able to be used from the command line.

Describe the solution you'd like
Since users won't be able to create their own entry_filter functions/lambdas in the CLI, we will need to add some popular options. I am thinking of the following: filing_types, ciks, company names (case-insensitive, maybe with option to match if similar enough).

No alternatives really, as this is a feature request.
