Reconnect timer when connection fails due to wrong CA keys

What steps will reproduce the problem?
1.We exchanged the CA keys on the server. It seems that when the CA key does 
not match the client tries to connect all the time (without  timeout) and kills 
the phone's battery within 2 hours

What is the expected output? What do you see instead?
Configurable Retry timer in between connection attempts.

What mobile phone are you using?
Samsung Galaxy S3 
Which Android Version and stock ROM or aftermarket like cyanogenmod?
Android 4.1
Please provide any additional information below.

I don't know if there is an openvpn option that can accomplish what are you 
trying to do. I think you need that feature you have submit the bug upstream
