What steps will reproduce the problem?
1. Setup VPN profile
2. Connect to VPN
3.

What is the expected output? What do you see instead?

Instead of connecting, I get "your image does not support the VPNService API, 
sorry:("

What mobile phone are you using?

SCH-I535 Verizon SGS 3

Which Android Version and stock ROM or aftermarket like 

Android 4.1.1 on cleanrom 5.0

Please provide any additional information below.

Like the message says your ROM  is missing VPNService API support. I would 
suggest contacting the author of the ROM.
