Nem_spread should have option to set single-file-read from command line

Nem_spread will query the OS for the max number of open files and if the proc count exceeds that limite, it will switch to having only a single file open at a time. It should be possible to specify this mode even if the proc count does not exceed the open file limite (for example, if the OS reports an incorrect number).
