[BUG] The windows nullsoft installer leaves files behind on upgrades #64618

Description
When upgrading from 3006.1 to a package created on the master branch(the future 3007.0), the package upgrade tests fail because some files are left behind.
In cause are library files for psutil and cffi which, after the upgrade get binary version mismatches.

Setup
Revert 3a91a19
Revert 892aeed
Open a PR against master, with the test:pkg label
