Enable varargs support for calling conventions other than C or cdecl #97971

This patch makes it possible to use varargs for calling conventions,
which are either based on C (efiapi) or C is based on them (sysv64 and win64).

Also pinging @phlopsi, because he noticed first this oversight when writing a library for UEFI.

Does this need to go in insta-stable?

My default lang-hat answer for these things is that it should go in feature-gated first, so it just needs a compiler r+ right now and stabilization is a question for later.

@Soveu I think at this point we want this change to be guarded by a feature gate.

You can see documentation in the rustc-dev-guide on how to introduce and use such guards in the rustc source code. Specifically:

While I have still access to my laptop that can definitely build rustc, I think I made most of the changes required for proper feature gating.

A tracking issue still has to be created, at least that can be done from any device.
Is a full RFC needed for this change though?

Doesn't need an RFC (certainly not for unstable - someone might ask for it for stabilization, but I doubt it)

From quickly skimming, I think I'd like to see each of the new abis in a test under the feature and without the feature.

Need to file a tracking issue, and I'd like to see all the relevant abis show up in the tests.

Other than that, LGTM. I think this is "rare" enough that we don't need to be nitpicky about diagnostics here.

Compatibility Notes

- [The layout of `repr(Rust)` types now groups m\*2^n-sized fields
  with equivalently aligned ones.]
  (rust-lang/rust#102750) This is intended
  to be an optimization, but it is also known to increase type
  sizes in a few cases for the placement of enum tags. As a reminder,
  the layout of `repr(Rust)` types is an implementation detail,
  subject to change.
- [0.5 now rounds to 0 when formatted to 0 decimal places.]
  (rust-lang/rust#102935)
  This makes it consistent with the rest of floating point formatting that
  rounds ties toward even digits.
- [Chains of `&&` and `||` will now drop temporaries from their
  sub-expressions in evaluation order, left-to-right.]
  (rust-lang/rust#103293) Previously, it
  was "twisted" such that the _first_ expression dropped its
  temporaries _last_, after all of the other expressions dropped
  in order.
- [Underscore suffixes on string literals are now a hard error.]
  (rust-lang/rust#103914)
  This has been a future-compatibility warning since 1.20.0.
- [Stop passing `-export-dynamic` to `wasm-ld`.]
  (rust-lang/rust#105405)
- [`main` is now mangled as `__main_void` on `wasm32-wasi`.]
  (rust-lang/rust#105468)
- [Cargo now emits an error if there are multiple registries in
  the configuration with the same index URL.]
