Add metadata properties to provide attribution for data entry and localization

These should live on the SourceInfo object (and things derived from it like RulesPackage), and be shaped similarly to the authors field: an array of objects with a name, email, and url.

Like other attribution properties, setting these will be required.

Localization contributors can be an explicit null in cases where that doesn't apply (like the original language).
