Currently Gate.controlled(0) will do something if the qubit 0 is in the 1-state. There is a common use-case where the opposite is desirable; i.e. do something if the control qubit is in the 0-state. This is equivalent to straddling Gate.controlled() with not-gates on the appropriate qubit.
