I use renovate to update the packages used in github actions.

I found out that

      - name: Install PNPM
        uses: pnpm/action-setup@v2

doesn't receive any updates anymore.

v2 was a used tag back then but now I found out that the developer silently removed it while leaving the v2.x.x tags.
This project also got v3 and v4 tags (and v3.0.0 / v4.0.0).

According to the logs renovate simply stops caring about this package because it doesn't find the v2 tag anymore.

I think instead renovate should open a PR to update this package to the newest version.
It is v4 at the moment.
