Addpicture format x_scale and y_scale can work，but the value in excel is different from setting value.

e.g. set x_scale and y_scale all 0.03，when I open the excel，actually height scale is 26% and width scale is 7%

and when I set lock_aspect_ratio to true , it still doesn't work.

Excel for Mac 2019
