Protect petition signing with a (non-Google, self-hosted) Captcha.

Maybe have a look at this project: https://framagit.org/Mindiell/captcha
It is in Python (Flask), but not Django. Is that compatible?

It seems there is (at least now) an issue of Single Point Of Failure with Mindiell's solution : https://mamot.fr/@Mindiell/102977040300038343
It will hit wikimedia and CCmixter. So either find a way to host locally the needed resources, or use another solution.
