canonical XML doesn't honour the order of a list of identical xml elements, or at least it didn't back in the day.
The approach I recall was to provide an attribute, e.g. <query_id order_index="1"> the id </query_id>
I'm not sure how to express that to an LLM, but hopefully this offers the beginning of a direction to ensure that the XML survives a canonical transformation.
