What's incorrect or missing

Both the config file key and the environment variable are incorrect.

What's the resolution?

The actual config file key for this setting is services, and likewise the environment variable is SERVICES.

It looks like this was introduced in #642.

https://0-22-0.docs.pomerium.com/docs/reference/service-mode appears to be incorrect.
