docker: create docker registry image for datasource

I think this makes sense to me. GCR is good for our demo / dev environments but ideally, we could deploy to cloudsmith using a similar configuration as we do for the console.

I created a package for this repo and invited you. I can help on the cloudsmith side once packaged.
