add automatic filter at omicData object creation to remove any rows of e_data that are all missing #212

This used to be implemented, but seems to have been implemented incorrectly. In the merges to get seqData updates to develop and master, we undid that incorrect implementation. Now we need to add it back in.

For seqData objects, "missing" means all 0's. For all other data objects, "missing" means NA.
