Cannot link multiple line items to the same contract

Trying to link multiple line items to the same contract however once one line item from any order is linked to a contract I'm unable to link any further line items. Also, linking a line item doesn't automatically allow that order to show up as an item on the contract, however on the contract itself I can link to the order.
