[repo] Migrate/ensure all cogs work on discord.py 2.0

Even though the future of Red with discord.py 2.0 is unknown, I would like to migrate all my cogs to use discord.py v2.0 for at least my personal use. These cogs are written to be used on discord.py's final commit before archiving, not the commit on this branch or any discord.py forks.

Feel free to test these cogs on the branch dpy2 if you'd like. If you encounter any errors, report it in in the #support_phen-cogs channel in the Cog Support Server.
