Describe the bug

when trying to post the electronic remittance advice (ERA) from an insurance company that doesn't include the modifer on the line item that was billed out, attempt to post the payment with more complex matching

To Reproduce

Steps to reproduce the behavior:

  1. Add a '....'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error
