Gather help requested bugs in to a FAQ #1016

A number of bugs (both closed and open) are requests for clarification. It would be useful to create a FAQ and update the documentation to reference these tickets so that users encountering issues can see if their question has already been answered.
Ideally this could backreference posts on the ONIE mailing list.
