Allow users to choose bin location during shipment receipt / putaway

Ideally, we'd like to change the receipt workflow to allow a staging approach, where each item can be saved one at a time and receipt progress (item status, received quantity) can be saved to the database without the underlying IN transaction being created. We should also add a second step to putaway items after the receipt has been closed.

However, for now, we're just going to add a simple putaway report (PDF) that will show all possible bin locations for each item. Once the putaway task is complete, the user should edit the report, return to OB and complete the Receipt process by choosing a bin location next to each item (if applicable).

Other facts:
Some items will continue to not have bin locations.
