Things were kind of done backwards here but trying to fully resolve this initial PR #19733.

Already created a PR for this change which is a copy of the #19733

Describe the solution you'd like

Adds the following metrics:

• vcenter.vm.cpu.usage
• vcenter.vm.cpu.utilization

I'll take this but would like to aforemention the great amount of research and time @padraicbc has contributed to this.
