Ratings: Encouraging more resource & course ratings #6640

We would like to increase the number of resources and courses that are rated in the field. Right now it's very passive and people are consuming content but not rating it.

A couple ideas to get things started

  1. When the user routes away from a course or resource, the rating dialog pops up if the user has not rated it yet and prompts a rating
  2. Same situation as above, but instead we use a snackbar to ask for a rating. Clicking on the action opens the rating dialog

What if we have a pop up with the rating dialog, asking if the user would like to leave a review. After they have gone through the course or survey? That way it is not constantly asking for a review and since the user completed the course they might have feedback.

Ok we're going to start with a dialog when the user navigates away from a resource or course and they have not rated that resource/course yet.

We can use the same dialog as when the star is clicked with some modifications to the buttons since it is a little different from the star rating (nothing had been submitted previously vs after clicking on the star the rating was submitted).
