Not happening in all cases. So we might want to look if there is any specific case for this.

@lmmrssa Happens on a new installation. I believe it is because there are no upgrade logs for that system.

@lmmrssa Ok now I'm not so sure. I can't replicate this by deleting the upgrade logs for the system.

Need to come up with a reliable way of replicating the issue.
