@ScottHuangNYU based on your video, it should only have one collection. Collection is set for course not step. As you were continuously adding and removing tags, it looks like it was not able to remove previous tag and was adding new tags.
So tag saving needs to be fixed here.

Looks like the same error as #3987 is thrown in the console. Could be the same underlying issue.
