We have a few other issues about this, but wanted to open one up with a solution. After POSTing an update to the document in the configurations database we should also update the value of the variable on the UserService.

Encountered a new issue with this: If the admin changes the "Auto Accept" setting, logs out, and creates a user that user will have roles based on the old setting, not the new one.
