Invalid attachment stub for replicator_users #1908

When doing the bulk insert into replicator_users from _users I got this error

So far I've found that sometimes posting to bulk_docs with an attachment stub is ok, sometimes not, but I'm not sure why.

Not sure of the best way to handle this. Maybe for now removing the _attachments from the replicator_users database entirely.
