[Project] Add ordf as a labs project

While we are at it, we could:

• Move https://bitbucket.org/okfn/ordf to github.com/okfn/ordf
• switch site to github pages (and perhaps relocate from http:https://ordf.org/ to okfnlabs.org/ordf/ to avoid link breakage)

Fine with me. Not sure it's really that relevant anymore, it hasn't been
updated in a long time, and I'm sure that rdflib has moved along quite
a lot since then. For the historical record it would be ok to move it
to okfnlabs.org.

Is anyone using it? I noticed @pudo pulled in some related changes that
I had made to telescope recently.
