Create .swiftformat config from a .swiftlint.yml or a .swiftlint.auto.yml file

Possibility to create a swiftformat config file from reading a swiftlint config file.

I'd certainly like to do something in this space. I was thinking about just adding warnings if the SwiftLint configuration conflicts with SwiftFormat's, but automatically generating the config would be a logical next step.

The warnings would be a great first step. It would be very helpful to have that.
