[BUG] File Reader not polling between 11:59 PM and 00:00 AM #4757

Describe the bug
File Reader with 10s polling rate doesn't poll between 11:59 PM and 00:00 AM

To Reproduce

Setup Channel with File Reader - 10s polling interval
Select Weekly: select all days and active time: all day

Expected behavior
File Reader polling every 10seconds

Actual behavior
No polling between 11:59 PM and 00:00 AM
