Server Export Includes Configuration Map With No Way To Exclude #4236

When using the server config export, the configuration map is included by default. This should be an export option as this contains passwords in plain text.

Importing allows user to exclude the config map. The same option should be available for export.

Frequently users store these .xml files in source control and that is no place for plain text passwords.
