Create a 'docs' folder for the CLI distribution

1. Create a new README file to put in the docs folder that has information specifically about the CLI.

2. Include the Mirth Connect license file in the docs folder.

3. Include third party license information in the docs folder for third party software that is packaged with the CLI distribution. (Take the server's third party readme file and remove license info that is not relevant to the CLI)

FWIW, most open-source software contains the main license file at the top level of the package. I would encourage you to leave the Mirth license file at the top level to improve visibility.
