not all counties listed, some "unassigned" county names at end of array #68

Was looking specifically for Harris county, in Houston, TX, and it is not in the list. Noticed lots of unassigned names at the end of the list.

Realized after looking through list of data more that Harris county is there, but listed as Harris -- Houston and Harris -- non-houston, presumably meaning there are 2 separate harris counties in texas.

However, the second piece of this issue remains, although significantly less pressing to resolve.
