Councils page should have separate “council only” and “area wide” carbon neutral target date filters #413

An Isaac comment on https://data.climateemergency.uk/councils/

This does bring me back to the issue about carbon neutrality dates and the mix of Council only and area wide targets included in this list,. I think it should be only area-wide included if it stays as it is. Or two columns (Council only target) and (Area wide target)

Given that we now have more information about this, we can adjust this page to give more informative lists.

@struan @JenMysoc I’m not so sure! Isaac’s suggestion was either:

  1. Keep just a single "carbon neutral by:" dropdown on the Councils page, and have it filter by the councils’ "Area wide" dates.
  2. Or, have separate "Area wide" and "Council only" dropdowns on the Councils page

We haven’t done either of those.

Right now, after #374, we still have just a single "carbon neutral by:" dropdown, and it uses—I think—whichever date is soonest (which is almost always the "council only" date, if there is one, since decarbonising a council is simpler than decarbonising a whole area).

So maybe this is our opportunity to add two separate dropdowns to the page (and two corresponding columns to the table). I agree with Isaac that it’s a bit confusing we don’t distinguish between the two.

I think we should like this to the change to councils page (or maybe it's superceded by this?) stuff that Lucas is working on in #420

@JenMysoc I think keep them separate – this ticket is about the list of councils page, while #420 is about the individual council pages.

I’m going to rename this ticket though, to make it clearer that it’s not just about "more filters", but having separate filters for the council’s operational carbon neutral target and their area wide carbon neutral target.
